According to the Law of Ukraine “On higher education” from 01.07.2014 number 1556-VII training in higher education is carried out at the following levels of higher education:

1) elementary level (short cycle) higher education;

2) the first (bachelor) level;

3) the second (master) level;

4) third (education and research) level;

5) scientific level.

 Еlementary level (short cycle) higher education corresponds to the fifth level of qualification of  the National Qualifications Framework and provides the person getting the general cultural and professional oriented training, special skills and knowledge and some experience of practical use to perform common tasks which provided for primary positions in the relevant field of professional activity.

The first (bachelor) level higher education corresponds to the sixth qualification level of the  National Qualifications Framework and provides the person getting theoretical knowledge and practical skills for successfully perform their professional duties in the chosen specialty.

The second (master) level of higher education meets seventh skill levels of the National Qualifications Framework and provides for getting  depth theoretical and / or practical knowledge and skills in the chosen specialty (or specialty), the general principles of the methodology of scientific and / or professional activities, and other competencie for the effective implementation tasks innovative character of the relevant profession.

The third (education and research) of higher education meets eight qualification levels of the National Qualifications Framework and provides obtaining theoretical knowledge, skills and other competencies to produce new ideas, solve complex problems in professional and / or research and innovation of mastering the methodology of scientific and educational activities, also conducting its own research, the results of which has scientific novelty, theoretical and practical.

Science of higher education meets the ninth level qualification of the National Qualifications Framework and provides for the acquisition of competencies of development and implementation of methodologies and research techniques, creates new knowledge backbone and / or advanced technologies, solving important scientific or applied problem that has national or global significance.

Skill level – a structural unit of the National Qualifications Framework, which defined certain set of competencies that are typical for this level of qualifications. In Ukraine there are 10 skill levels (from 0 to 9). (CMU from 23.11.2011 number 1341 “On approval of the National Qualifications Framework”).

National Qualifications Framework (NQF) – systematic and structured description of competences qualifications.

The objective of theNational Qualifications Framework (CMU from 23.11.2011 number 1341):

– The introduction of European standards and principles of quality assurance with the requirements of the labor market competencies to professionals;

– Ensuring harmonization of legislation in the field of education and social and labor relations;

– Promoting national and international recognition of qualifications acquired in Ukraine;

– Establishing effective cooperation sphere of educational services and the labor market.

Gettind higher education at every level of higher education involves the successful implementation of appropriate individual education (educational or vocational education and research) or research programs are the basis for the award of the relevant degree of higher education:

1)  Junior bachelor;

2) Bachelor;

3) Master;

4) PhD;

5) D.Sc.

Junior Bachelor – it’s educational and professional degree that is acquired at the primary level (short loop) awarded to higher education and higher education institution in the successful implementation of competitor higher education program for professional training, the scope of which is 90-120 ECTS credits.

A person has the right to earn an associate’s degree on condition of presence in her complete secondary education.

Bachelor – an educational degree that is acquired at the first level of higher education and higher education institution is awarded to the successful implementation of competitor higher education program for professional training, the scope of which is 180-240 ECTS credits.

A person has the right to earn a bachelor’s degree, subject to availability she completed secondary education.

Master – an educational degree that is acquired on the second level of higher education and higher education institution is awarded to the successful implementation of competitor higher education education programs. Master’s degree acquired for education and vocational or educational and scientific programs. The amount of education and vocational training program is a Master 90-120 ECTS credits, the amount of education and science program – 120 ECTS credits. Educational and scientific master program must include research (scientific) component of no less than 30 percent.

A person has the right to earn a master’s degree, subject to availability her bachelor’s degree.

Ph.D – an educational and simultaneously the first degree, which acquired the third level of higher education based on the master’s degree. PhD degree awarded to a specialized academic council of the university or research institution as a result of successful implementation of competitor higher education relevant education and research programs and public defense of the thesis at Specialized Academic Council.

A person has the right to earn a Ph.D. at postgraduate study (adyunkture). Persons who are professionally engaged in scientific, technical, or scientific and educational activities for primary employment, are entitled to get a Ph.D. out of graduate school, especially while in the sabbatical, subject to the successful implementation of relevant education and research programs and public defense of the thesis at specialized Academic Council.

Normative term training in postgraduate PhD (adyunkture) is four years. The amount of the educational component of education and research training programs PhD is 30-60 ECTS credits.

Academic institutions can prepare on their own PhD education and research program in accordance with the license to the relevant educational activities. Academic institutions can also prepare PhD in educational and scientific programs, consistent with the higher education institution. In this case, the scientific component of the program is carried out in a scientific institution and an educational component – in higher education.

D.Sc. – the second degree, that got the person on the scientific level of higher education based on the degree of doctor of philosophy and provides the highest acquisition of competences in the field of development and implementation of research methodology, conduct original research to obtain scientific results that provide important theoretical solution or application problems are of national or global significance and published in scientific journals.

D.Sc. awarded by specialized Academic Council of the university or research institution for the results of the public defense of scientific achievements as a thesis or a published monograph, or set of articles published in national and international peer-reviewed professional journals list approved by the central , which executive authority in education and science.
